NFIRS Relational Edit Rule 3

The NFIRS specification provides this definition for Relational Edit Rule 3:

Relational Edit Rule 3 — If Transaction Type = blank (add) then no duplicate record should be found. If Transaction Type = 1 (change), then existing record must be retrieved and displayed for modification. Add should be unique in the NFIRS database (for this department, i.e. FDID and state/territory) and Edit should match an existing record.
